Senior Vice President, Building Consulting

Charles is the Senior Vice President of Building Consulting for the U.S. Puerto Rico and U.S. Virgin Islands. His responsibilities include coordinating the day-to-day operations of the U.S. in Building Consulting. Additionally, he manages other service lines, including Engineering, EH&S, Architecture, Forensic Accounting, Equipment, and Contents, which he mentors their development and assists with their growth and achieving their goals and objectives. He also spearheads the business development efforts globally. Charles is an established expert on complex losses throughout the United States Puerto Rico and U.S. Virgin Islands. Charles is skilled at providing impartial consulting services. His industry knowledge, critical thinking, problem-solving skills, and ability to focus on a project’s details and requirements regardless of complexity consistently result in a fair and accurate resolution for all stakeholders.

With more than 30 years of extensive experience in the commercial and residential construction and insurance claims management industry, Charles M. Allison brings to the table vast expertise with large-scale losses and project management.

Previously Charles served as Vice President of Commercial / Residential Construction and Development for a real estate developer brokerage organization. In this capacity, he was instrumental in driving comprehensive business development strategies that helped the company establish itself as a leading provider of commercial and residential construction, land development, property management, residential housing sales, and claims management.

Charles has also extensive experience working as a court-appointed Receiver and Special Asset Manager for some of the largest banks in the US.

Chuck was previously with J.S. Held where he was the Vice President and Area Lead of Building Consulting for the North / Central Florida Team. He built the team and business from three consultants to twelve during his tenure increasing revenue by 43%.

Heath Blumberg

Vice President, Building Consulting

Heath is Vice President of Building Consulting and a FAA Certified Part 107 Commercial Drone Pilot. Heath is a seasoned General Contractor with 35 years of experience in the commercial and residential construction industry. During his career, Heath has been responsible for leading and supervising new construction and renovation projects. He is well‐versed in on‐site construction supervision, possesses an innate ability to lead diverse crews, and effectively completes projects on time and within budget. His unique aptitude and skill set include: estimating, drafting, sales, marketing, and business development. Heath also possesses specific expertise in residential, commercial, and industrial. As Vice President, he has provided damage assessment and estimating consulting for a gamut of residential, commercial, and industrial projects in New York, New Jersey, Mississippi, Ohio, Wisconsin, Kentucky, Louisiana, Oklahoma, Alabama, North Carolina, Texas, Georgia, Turks & Caicos, and Florida. Heath is a proud 20‐year Military Veteran, having served in Operation Iraqi Freedom and Operation Enduring Freedom, and continues to serve in the United States Army Reserve as a First Sergeant for ARMEDCOM.

Sara L. Raley

Senior Executive Building Consultant

With over 41 years of unparallel expertise, Sara brings as wealth of knowledge and innovation.

Sara’s experience encompasses a broad spectrum to include best invoice practices, client/carrier communications, strategic planning, training and development. Sara’s multifaceted skills as an entrepreneur, certified contractor, certified mold remediator, and certified property damage appraiser, auditor and consultant, combined with her acute attention to detail, drive her continuous pursuit of challenges and learning opportunities. She is certified in all three IICRC disciplines as a Master Water Restorer, Master Fire and Smoke Restorer, and Master Textile Cleaner.

Previously Sara utilized her skills at Sedgwick as an Executive Building Consultant and also served as J.S. Held’s Restoration Practice Director, Senior Vice President, both globally recognized consulting firms. In these roles she was instrumental in reorganizing processes, creating restoration invoice analysis guidelines, creating internal newsletters focused on restoration, training the Restoration, Environmental and Estimating Teams.

A respected voice in the industry, Sara has been a guest speaker at numerous prestigious conferences and events, sharing her insights on project documentation, billing, restorer fraud, and technological advancements in water, fire and mold damage assessment. She has also produced educational content for PLRB on the Misue of Moisture Meters” in water damage investigations.

Sara’s journey in the restoration industry began in 1982 alongside her husband Bill. Together, the owned and operated three Servpro franchises and led the Trainership for Central Florida for 29 years, consisting of 19 franchisees, demonstrating their profound industry impact.

Her independent venture started with HW³ group in 2006, followed by the establishment of her own consulting firm in 2010 before joining J.S. Held in 2018.

A proud Orlando native, Sara is a Florida Southern College Alumna, holding a degree in music management. Her personal interests include walking, swimming, shopping, travelling, golfing and attending music concerts.

Gerard J. McCreight

Senior Legal Advisor

GERARD J. MCCREIGHT is admitted to practice law in New York and Rhode Island. He received a B.A. from New York University in 1992 and a J.D. from Touro Law School in 1996, where Gerard was a member of the Touro Law Review. After law school, Gerard was associated with a prominent law firm in Garden City where he worked as a member of the litigation group.

In 1998, he co-authored the Belgium Chapter in International Public Procurement, published by the Center for International Studies, which examined Belgium’s compliance with European Community directives to establish uniform standards for the procurement of public contracts throughout the EC.

In 1999, Gerard left the full-time practice of law and became the Chief Legislative Aide to newly elected Suffolk County Legislator, Jon Cooper, in January of 2000. While working for Legislator Cooper, Gerard assisted with the research, drafting and implementation of legislation, including Suffolk County’s landmark ban on driving while using a hand-held cell-phone.

In 2000, Mr. McCreight was selected to participate in a leadership and trustee training course offered by the Huntington Chamber Foundation called “Leadership Huntington” and thereafter co-chaired the State of the Town workshop for Huntington’s Leadership Council from 2001 through 2004, hosting conferences on topics such as education, parkland preservation and regional planning in Huntington.

In the spring of 2003, Gerard returned to the private practice of law and was engaged primarily in the areas of real estate and commercial transactions, commercial litigation and labor and employment law. Gerard has represented institutional and private lenders, commercial clients and individual clients in related matters.

In February of 2012, Gerard became the Chief Legal Officer for The Matrix Group headquartered in Port Jefferson Station, New York. Gerard provided legal counsel and helped operate over 3 million square feet of Class A office space and 6,000 units of multi-family housing. Gerard drafted and negotiated commercial leases, transactional documents, and business plans. He served as lead counsel for all transactions, conducted local litigations and supervised all outside counsel.

In April of 2017, Gerard opened his own law practice counseling institutional and individual clients in commercial matters, real estate transactions and related litigation.

Gerard served as a member of the Board of Directors for the Suffolk County Bar Association and previously served as the Treasurer of the Suffolk Academy of Law, which is the educational arm of the Suffolk County Bar Association. He has lectured on various aspects of real estate and commercial transactions and related litigation.

John Bosco

Vice President Of Roofing Consulting US,Puerto Rico, US Virgin Islands

Mr. Bosco has worked as a roof consultant in a variety of projects from the bid stage through final acceptance. He has a diverse knowledge of materials including roofing, concrete, steel, and timber. Mr. Bosco has experience in all phases of the design and construction of roof systems. This experience includes: forensic investigations and evaluation of existing systems; failure investigations of roofs and support structures; consultation with Architects and Engineers in the pre-design of new roof systems; development of Contract Document packages including plans and specifications for repairing, reroofing, recovering, and retrofitting of roofs; construction planning and management; construction sequence planning; structural evaluation and design consideration for support structures; drainage analysis; and roof observations during construction for quality assurance. Mr. Bosco is an Alumni of Temple University in Philadelphia, PA. He studied Civil Engineering there.  He is an experienced infrared thermographer and has performed numerous infrared moisture condition surveys on existing systems and recently constructed systems. Mr. Bosco is well versed in the state of the art roofing systems and materials including conventional built-up roofing, modified bitumen roofing, single ply roofing, cedar shakes and shingles, asphalt shingles, metal, and sprayed polyurethane roofing. He has performed a wide variety of roof related testing such as Factory Mutual Wind Uplift Tests (negative pressure and pull tests), ASTM dissections, gradation, etc. Mr. Bosco has been involved in numerous projects involving phenolic foam insulation and the associated corrosion problems. He has been involved with the inspections of several million square feet of roofing. He has attended training courses at the Build- Up Roofing Systems Institute (BURSI), the National Roofing Contractors Association (NRCA), the Roof Consultants Institute (RCI), and the ASTM International. He is a Professional Member of RCI, NRCA, ASTM and ASCE. He has provided educational presentations to groups at universities and professional organizations throughout the United States.

John Bosco, has extensive experience in consulting on historic buildings at The Reading Health Systems (now Tower Health), Universities, and other locations. From 2014-2016 we completed 150,000 SQFT of slate repairs/replacement recommendations, and over 1 million SQFT of EPDM low-sloped roofing system repairs located at The Reading Health Systems (RHS now Tower Health). This project included multiple experts, several architects, and engineers. John was the lead consultant on the Roofing Project. He also specialize in negative pressure uplift testing, and has completed over 250 uplift test projects and over 1000 uplift testing points.  Mr. Bosco also inspected over 3,500 homes for storm related damages, design, re-roofing and or improper construction.  He has completed over 2,000 commercial building inspections for design flaws, weather related, and new construction. We have also inspected and designed over 1,000 tile and specialty roofing systems. As of 10/20/2021 John Bosco has worked over 138 hail, hurricane, and wind events.

Michelle forte young

Senior Vice President, Construction Management

Michelle Forte Young brings more than 25 years of active, hands-on commercial
construction management, general contracting, and building consulting
experience to the table. Michelle’s strong and diverse skill set includes
marketing/business development, planning/design, estimating/bidding, and
operations experience, including project management and on-site supervision.
She is open-minded, team-oriented, and a critical thinker. Michelle has
successfully completed numerous projects for well-established, repeat clients
in Florida. Michelle is a Class ‘A’ Certified General Contractor in the State of
Florida. She maintains LEED AP BD+C accreditation with USGBC for sustainable
buildings. She is an alumna of the University of Florida in Gainesville, FL where
she earned a Bachelor of Design with Honors (Architecture) and a Master of
Building Construction (Construction Management).

Director of Education for CleanCare Restoration Academy

Rachel Adams specializes in indoor air quality and industrial hygiene. She has more than 30 years of experience conducting indoor air quality investigations and serving as an expert witness for both plaintiff and defense cases. She was the founder and president of Indoor Environmental Management, Inc. which conducted IAQ investigations as well as operated a microbiology laboratory. Rachel is an IICRC approved instructor and served the cleaning and restoration industry by providing certification courses as well as participating in the ANSI accredited IICRC standards for water damage and mold remediation. She is also an OSHA outreach trainer for General Industry 10- and 30-hour training courses.

Principal Engineer

Robin is a licensed engineer specializing in existing structures, forensic assessments, and the codes and standards which govern our built environment. With over 12 years of experience studying and evaluating the performance of existing buildings throughout the state of Florida, she has inspected hundreds of structures for damage or defects. Robin holds both a bachelor’s and master’s degree in civil/structural engineering. She serves as Chairman of ASTM Subcommittee E58.06 on Forensic Structural Engineering, past Chairman of the Education Committee for the National Academy of Forensic Engineers, and a Structures Specialist (StS) for Florida US&R Task Force 3.


Principal Engineer

Geoffrey is licensed to practice in all states along the southeastern US coastline, from Texas to North Carolina and is based out of Tampa, Florida. With over 15 years of experience studying and evaluating the performance of existing buildings throughout the southeast, he has inspected thousands of structures for damage or defects. He has extensive experience in the assessment of structures for construction or design defects, storm-related damage, sinkhole and settlement-related damage, and moisture-related damage. He serves on the board of the Florida Structural Engineers Association Bay Area Chapter and is a Structures Specialist for Florida’s US&R Task Force 3.


Senior Consultant

Steve is a Florida Certified Building Contractor, a Registered Roof Consultant, and a Structures Specialist. He has extensive training and experience in the investigation of roofing and building envelope failures, restoration projects, and construction inspections. Steve has been qualified as an expert to testify regarding construction, building envelope, construction industry standards, and construction practices. Steve has managed thousands of projects involving the assessment, design, and restoration efforts related to damaged structures. Steve has also conducted roof system evaluations and provided expert testimony related to roofing and construction litigation.


Professional Engineer

Carolyn is a licensed professional engineer specializing forensic assessments of existing structures. She holds a bachelor’s degree in civil/structural engineering. During her years of experience, she has managed forensic engineering assessments for both residential and commercial structures. Her experience has generally revolved around forensics with years of field data collection and testing, research, document review and information management. In addition to the inspection of structures for various types of damage or construction defects, Carolyn has developed a particular interest in walkway assessments and is a CXLT Tribometrist.

Matt is a Florida Licensed Professional engineer with over 15 years of experience in forensic assessment of building structures. Matt’s career has focused on the performance of buildings in the harsh Florida environment.

Matt’s specialties include geotechnical assessments, building envelope evaluations, roofing inspections, and structural analysis. Matt has also served as an expert witness in storm-related damage claims and construction defect litigation.


Associate Engineer

Conrad graduated from the University of South Florida with a bachelor’s degree in Civil Engineering and shortly after obtained his Engineering Intern (EI) certification. Since graduation, Conrad has been involved with forensic engineering assessments pertaining to storm damage, sinkhole damage and moisture/water intrusion damage. After thousands of assessments, he has developed a particular interest in roofing and building envelope failures. Conrad is currently working toward his certification as a Registered Roof Consultant (RRC) in conjunction with his PE Licensure.
